Planning Board Amendments # 2 & 4

by Laura Scott, Community Development Director

The Planning Board has been working since July 2013 on this year’s Town Meeting Zoning Ordinance Amendments.  The Board held many subcommittee meetings, workshops and public hearings on the proposed changes and values all the comments and hours of participation by Town residents and business owners.  As part of a public education series about the 11 Planning Board proposed Zoning Ordinance amendments on the Town Warrant, the Planning Board is reaching out to the public with a series of news articles.  This article explains Amendments #2 & 4.

Amendment#2 Cellular Towers                                                                                                                                                                           In order to ensure that the Town is in compliance with State law (RSA 12-K:2), the Planning Board is proposing language to properly regulate broadcast antennas and personal wireless service facilities.  The proposal adds new definitions, as well as what types of antennas and personal wireless service facilities are regulated and how they are regulated.

Amendment #4 Wetland and Watershed Protection District Boundary Markers                                                                                                  Our natural resources are finite and should be protected.  The Town of Windham has made great progress in this protection during development proposals, especially our water resources and more specifically, our wetlands.  In order to ensure that wetlands continue to be protected after development has concluded, the Planning Board is proposing that wetland boundary markers be posted at specified intervals to prevent accidental encroachment into the wetlands buffers.  This will help homeowners, builders and future developers identify wetland buffers and ensure that development does not happen within these environmentally sensitive areas.

Both of the above amendments were recommended by the Planning Board (7-0).

Please note that information on all proposed zoning amendments is available at the Community Development Department and Planning Board pages of the Town website (www.windhamnewhampshire.com).
